Meet the Candidate
Timon Oyucho's story is one of Seme. He began his journey as a Mathematics and Physics teacher in 1987 — and never lost the instinct to teach, lead, and deliver for ordinary people.
A legal scholar and seasoned public administrator, Timon holds an LLB and LLM from the University of Nairobi, a Post Graduate Diploma in Law from the Kenya School of Law, and is pursuing a PhD in Law. His career took him from classroom to courtroom — handling national policy, labour disputes, and institutional governance at the highest levels.
Now, he is bringing all of that experience back home — to Seme — where he has already been quietly delivering: championing inclusive education, sponsoring community initiatives, and listening to the people of North, East, West, and Central Seme.

Every child in Seme deserves quality education. From special needs infrastructure to school bursaries — no learner left behind.
Roads, clean water, and reliable power in all four wards of Seme. Development must be visible and felt at the household level.
Skills, entrepreneurship funds, and jobs for Seme's youth. The CDF must work harder — and be more transparent.
Supporting Seme's farmers with resources, markets, and cooperative structures to move from subsistence to sustainable income.
Accessible healthcare at the sub-county level. Special focus on maternal health, disability inclusion, and mental wellbeing.
Full transparency in all public funds. Regular town halls. A constituency office that is open, responsive, and serves every resident equally.
Already Delivering in Seme
Long before the ballot, Timon Oyucho has been showing up for Seme. Here is a snapshot of what he has already done — with no title, no mandate, simply because leadership is a calling.
2024 – Present
Identified 700+ children with disabilities across Seme. Partnered with KISE to assess and enrol them into supportive schooling structures. Only four schools originally had capacity — that is now changing.
March 2026
Organised Kisumu County's first-ever Special Needs Education Athletics Championship in Barkorwa, Seme — sponsoring transport and meals for all 1,000+ participating learners. Inclusion, made real.
Ongoing
Sustained presence across North, East, West, and Central Seme wards. Community meetings, direct listening sessions, and philanthropy grounded in genuine accountability to residents.
2021 – Present
Used his seat at the national table to advocate for Seme in education policy, teacher deployments, and inclusive development frameworks — ensuring Kisumu's voice was heard at the top.
